Dutch public tenders from the TenderNed publication API.
Provider key tenderned. No API key is needed.
tenderned pages GET /papi/tenderned-rs-tns/v2/publicaties from a
publicatieDatumVanaf date (default: 14 days back). Optional config:

}CPV prefixes keep only notices whose CPV codes start with one of them. The
cursor is { publishedFrom, page } and resets to today after the last page.
Signals get type tender and the closing date as effective_end.
